It will always insert pictures at the top. I learned this on tour---I had to copy and paste the code and move it down into the blog where I wanted it to appear. You probably just haven't noticed because you are doing a bunch in a row, so it just looks like more and more code and you aren't paying attention to which picture is which...just know the most recent upload is always at the top and move it if you want.
